          REPORT AND RECOMMENDATION

         Kelvin Richardson ("Plaintiff"), proceeding pro se and in forma pauperis, filed this action pursuant to 42 U.S.C. § 1983, alleging violations of his constitutional rights while incarcerated in the Greenville County Detention Center ("GCDC").[1] He sues Greenville County; Assistant Greenville County Administrator John Vandermosten; GCDC Operations Administrator Scotti Bodiford; GCDC Medical Administrator Tracy Krein; GCDC Medical Supervisor Kim Olszewski; GCDC Clinical Supervisor Katie Barnes; and GCDC Nurses Johnson, Gannon, and Garbacka (collectively "Defendants").

         This matter comes before the court on Defendants' motion for summary judgment [ECF No. 37] and Plaintiff's motion for summary judgment [ECF No. 42]. Pursuant to Roseboro v. Garrison, 528 F.2d 309 (4th Cir. 1975), the court advised Plaintiff of the dismissal and summary judgment procedures and the possible consequences if he failed to respond adequately to Defendants' motion. [ECF No. 38]. The motions having been fully briefed [ECF Nos. 42, 43], [2] they are ripe for disposition.

         Pursuant to the provisions of 28 U.S.C. § 636(b)(1)(B), and Local Civ. Rule 73.02(B)(2)(d) (D.S.C.), this matter has been assigned to the undersigned for all pretrial proceedings. Having carefully considered the record in this case, the undersigned recommends ...
